Clean water rules.
The environmental protection agency must regulate ships' disposal of ballast water, according to a July 23 ruling by the Ninth Circuit Court of Appeals. Starting Sept. 30, ships will no longer be able to discharge ballast water without a permit from the EPA. Ballast water is seawater pumped into ships' hulls to maintain stability, but when untreated ballast water is discharged in a different port, invasive species can be introduced. The decision follows a 2005 lower court ruling saying that the EPA had illegally exempted ship discharges from Clean Water Act requirements and giving the agency until September to end the regulatory exemption and issue permits to ships; the EPA had appealed that ruling to the Ninth Circuit Court.
